Everything to do with predicting how much water and load will arrive at a plant or pumping station — and then steering the gemaal chain and the sampling on that forecast. It brings together weather-driven forecasting, the sampling-cabinet work and chain-control studies.

The savings these enable are booked on the EVOLV capability nodes they drive (e.g. monster), so this line stays savings-free to avoid double counting.
